Accessibility statement
Statement prepared on 14 September 2026 by self-assessment. It follows the structure of the model accessibility statement set out in Commission Implementing Decision (EU) 2018/1523.
Commitment
This site has been designed against the institutional reference of the harmonised standard EN 301 549 v3.2.1 and the Web Content Accessibility Guidelines (WCAG) 2.1, level AA, which are the criteria that standard refers to.
Conformance status
Partially compliant with EN 301 549 v3.2.1 and with WCAG 2.1 level AA, on the basis of a self-assessment. "Partially compliant" means most requirements are met, but conformance has not been demonstrated through an independent evaluation.
No conformance with WCAG 2.2 level AA is claimed. WCAG 2.2 criteria have been implemented where they add value — for instance in focus appearance and target size — but compliance with that version cannot be asserted without an audit demonstrating it. Claiming it would be an aspiration, not a conformance status.
Non-accessible content
Known limitations at the date of this statement:
- The site has not been audited by an independent third party and has not been tested with assistive technology users. Barriers not detected by self-assessment may exist.
- Linked sites belong to third parties (governments, agencies and chambers). Their accessibility is outside this project's control and has not been assessed here.
- Some organisation names appear in their original language within a page in another language. They are not translated because they are official designations or brands, and they do not always carry their own language markup.
- No plain-language or sign-language version is available yet.
- The per-organisation verification notes are dense text; a shorter wording is being considered that does not lose precision.
What has been implemented and checked
- Semantic structure:
header,nav,main,sectionandfooter, with one H1 per page and an unbroken heading hierarchy, checked automatically across all twelve pages. - Keyboard: every function — navigation, language switching, search, filters, expanding
entries and links — works without a mouse. No focus traps and no positive
tabindexvalues were found. Esc clears the search field. - Skip link: "Skip to main content" is the first focusable element.
- Visible focus: a 3 px indicator with 2 px offset via
:focus-visible. The outline is never removed without a replacement. - Expandable entries: native
details/summaryelements, so open and closed states are conveyed without extra ARIA and work with JavaScript disabled. - Live results: the result count is announced through
aria-live="polite". - Forms: the search field has an associated label, visually hidden but available to screen readers. Placeholder text does not replace the label.
- Images: photographs carry descriptive alternative text. Flags sit next to the country name,
so they are marked decorative (
alt="") to avoid duplicate announcements. Icons usearia-hidden="true". - External links: carry hidden "(external site)" text and an icon, so the destination is clear both on screen and when heard. A new tab is never forced.
- Organisations without a link: where an organisation's official site does not respond, its name is shown unlinked, labelled "no link available" with the reason, rather than linking a dead page.
- Language: each page declares its language in
html lang. The ES/EN switch is a real link between separate pages rather than a JavaScript mechanism, so it works with the keyboard and with scripts disabled. - Motion: the home page has a staggered entrance lasting under a second, which happens
once. Beyond that there are only short hover and state transitions, a section indicator in the
navigation, and a parallax shift capped at 14 px on a single photograph. Nothing updates
automatically, so WCAG success criterion 2.2.2 is not engaged. All of it is cancelled by
prefers-reduced-motion: nothing animates, parallax and smooth scrolling are switched off, and the page remains equally usable. - Zoom and responsiveness: checked at 320 px wide and at 200 % zoom, with no horizontal scrolling. Wide tables scroll inside their own container.
- Contrast: measured on the built site. The lowest interface text value is 6.3:1, above the 4.5:1 required for normal text.
- Windows high contrast: active states are adjusted through
forced-colors.
